		<description>I would add EMTALA -- http://www.emtala.com/ -- the emergency medical treatment and active labor act. It requires that hospitals who accept Medicaid payments must accept any woman who goes to their hospital in active labor &lt;i&gt;and abide by her requests&lt;/i&gt; until the placenta is delivered. Violations are $50,000-$100,000 apiece.</description>
