I would add EMTALA — http://www.emtala.com/ — the emergency medical treatment and active labor act. It requires that hospitals who accept Medicaid payments must accept any woman who goes to their hospital in active labor and abide by her requests until the placenta is delivered. Violations are $50,000-$100,000 apiece.
